So Liam Neeson's actual voice, aka the one he used for the Good Cop lines in The LEGO Movie. (Yes, according to the Director and Cast's Commentary, that's his actual voice and the gravelly voice is just a bit.)
It'd have a power of about 20 against an Eevee, pretty much the bottom of the damage scale. He probably used it because it's 100% accurate, but his accuracy was already reduced, so he missed. Tackle has a power of 40 - twice Low Kick - and a PP of 35, so he can just hit him with it endlessly until he goes down. Tail Whip and Growl will possibly get used, because they debuff defense and attack stats. Normally a Level 5 Eevee would have zero chance against a Level 10 Machop, but Virmir's REALLY got a good grasp of Level 5 moves, and Mr. Machop absolutely doesn't know beans about Level 10 moves, or this would already be over.
I'm not a Pokemon fan! I just have one as a fiancee, and know how to read a Pokedex entry.
ETA: Virmir better watch out for Rock Smash and. especially, Revenge. That last one is a one-hit kill if it connects.

If it were me I'd just Tail Whip him to lower his defenses even further, then keep alternating Tackle and Sand Attack where the opportunity presents, and not give him the time for a Revenge strike. You can win a football game with field goals if the other guy can't score a touchdown!

Toothzonezz - The move, "Low Kick", Virmir, is a Fighting-type move and Normal-typed Pokémon are weak to Fighting-type moves like Low Kick. PoisonFangFur8444 (Account owner) - I know this because I play Pokemon games, in my most recent game, "Pokemon - Alpha Sapphire" and I have had 60 ATTEMPTS AT THE Pokemon League and EVERY ATTEMPT = Hall of Fame.
