It started partly because postal workers didn't want to carry 2 bags.

(To be fair there has been a lockout since then so the workers aren't the only ones being ridiculous)

Just for reference, that saying has been around for at least a few centuries predating the Song of Fire and Ice series of books. There was a reason Gandalf the Grey was often referred to as a stormcrow or a raven in the books. Ill news is an ill guest.
