Cyndaquil and the female Arceus are from Nintendo's Pokemon, SMG4Verse's Mario's from Nintendo's Mario and this screenshot's taken from Valve's Garry's Mod.

Queen Arceus has always been proud of being the ruler of her galaxy, where her subjects, including her fellow Arceus's and other Pokemon, live in and has always been proud to show off how royal and powerful her belly is that she would dance outer space, where there is no gravity. When Mario from the SMG4Verse shows up and fools around to try to find more spaghetti, as usual, he accidentally gets in her way, sending himself, mostly his head and body, flying away. The brave little Cyndaquil enjoys watching her majesty dancing as her celebration, but failed to notice that Mario was here, for it may not be able to hear him yelling and speaking rubbish.
