This young Totodile accidentally broke one of his toys somewhere around the ground and is about to cry. When beginning to do so, Wario and Waluigi got in the way of it unwillingly using Hydro Pump that shoots out of his eyes and sends them flying. Big Mama Rhydon, worried about it, walks to try to comfort it and is like "Oh, sweet baby, what's the matter?"
