It just occurred to me, Cheryl has likely been to these before, or at least seen the fallout of them, perhaps several times.
And she's a frontline manager, with none of the protection of upper or even middle management, so that explains why she seems to be suffering from this more than Jan or Jessie. It's all a grim inevitability which just constant drains at her.

And a few of the 'older' workers, the ones that have been there long enough to have seen the pattern before.
Managers at one place seemed to cycle through every 1.5-2 years, so they could never understand the 2-3 years hiring cycles the workers would warn them about.
We have too many people - company wide hiring freeze
Ah, while you have enough sales staff to sell your PCs as fast as you make them, you'll still need a growing staff to service those PCs. Only fix the lower managers can do? Allow more overtime.
Our overtime spending is through to roof! - no more overtime!
Okay ... Watched the 'Calls in Queue' numbers go from a max of a few dozen for minutes at a time to days the queue was never under 500 all day.
We're ready hire more people now.
Too bad it's a tiny bit like coding, not everybody can do it and it still takes months to train them and get them up to speed before they can start making a dent in the current mess.
And just about the time you get the queues back to 'not too bad', they decide they have too many people and do it all again.
Don't be an ass to the old-timers at a job (unless they themselves are asses), for they've seen the company games - and may have hints on how to survive them. (so long as it's not 'throw everybody else under the bus'!)

I knew she was a minor deity!

Too much like someone I know that decided she wanted her outdoor wedding at this neat little place out in the boondocks, in mid March ...
The day's high was 60F (15.6C) with high winds, Google maps warned that the last leg of the trip was on a one-lane grave road and dirt parking lot, and there were unanswered questions about handicap access. Oh, and over half the guest list are on the wrong side of 50 and really don't need to be catching colds.
Happily of the few that attended no one was lost to the night and no cows were hit.
