I /still/ haven't seen this 'Derpy Hooves' character in the program; obviously I need to be looking harder.

It's a bit complicated. She was randomly thrown in by an animator for two seconds in the background of episode one. Fans loved her wall-eyed look. They appealed to Lauren. Her first obviously deliberate appearance is causing a disaster in the episode about Pinkie Pie's twitches. She's been clearly identifiable a couple of times since, but not in significant roles. We're told she's official in the next season.

She's in a bunch, 'Feeling Pinkie Keen', 'Rainboom', and some of the others like Show Stoppers. Often it's just for a moment.
