Maybe the Croc was helping the TRUTH Anti Smoking campaign,seeing if kids respond more to cute cuddy characters than adults,thus proving that Joe Camel was really getting kids to smoke.

First thing I saw were the nipple rings, and I giggled...
Then I saw the kids and I laughed...
And then I saw the background and knew my sister used to live in the area (not too far from where I live now) and I was shocked!!!
