The fact that the very barren and sterile Moon bring life again to their parent and sibling Earth it a things at its own.
Also, the possibility that Rah'Jan and the chaos is linked in any way to this reborn of the world is not equal to zero. "This world was dead before Luna's interference, and I'm here for restoring the natural order."

The panel it shows are likely different from Luna's story. I picture that humans somehow managed to crack the moon open during the end of the war and consequentially create magic and give life to the old dead Earth again. And all those animals that survived and are likely evolved from that said magic are now the inhabitants.
But I do wonder and am interested if there are remnants of pieces of human technology lying around the world, and the people would see them as weird artifacts but powerful and dangerous, like W40k's DAoT level of dangerous.
I wouldn't be surprise if there are some caved-in cryopod of sleeping humans in the future

Hmm, considering that the strongest radiation (gamma, I think) tends to fade away over time, which explains why there are animals and wildlife where the Chernobyl nuclear plant was, I find it odd that life didn't return on its own when humans became extinct in that universe, even more so when they just attacked each other; that's weird.
I would say that in addition to nuclear weapons, the final war was also likely fought with chemical and germ weapons, and of course none of this could have happened without causing even worse climate changes than we have now.
It's already 99 in the shade in some areas on certain days here in the northern hemisphere.
A global war with WMD of every kind would certainly annihilate the planet's biosphere to it's last amino acid.

Well, all radiation tends to fade away over time (although some sources take a loooooong time, like hundreds of thousands of years, before they've reduced by much), and as far as I know the time it takes is more about what element/isotope is the source than the type of radiation (maybe there is a pattern of gamma emitters being less stable than other types, but I'm not a nuclear physicist so IDK).
And the different types are *interesting* in what is the most impactful. Gamma is the hardest to shield against and so it's sometimes seen as the "strongest" but the fact that it passes through clothing, walls, steel pipe, and anything that isn't lead or really thick (like a foot of concrete) also means that it will pass through you without interacting much with your molecules. Meanwhile alpha radiation is stopped by paper, but if you get some sort of alpha emitter inside your lungs (inhaling ash or dust) or digestive tract (eating contaminated food, licking a paintbrush contaminated with radium paint) it will ravage your tissues from the inside out because all that energy is being absorbed in your body instead of flying out. Chernobyl also has the sarcophagus and the New Safe Confinement building; so while there was still ash and exploded debris that spread contamination over a large area, the "hottest" sources are now cut off from the surrounding area.

Correct to a point (if by "source" you mean nuclear bomb or fuel rod/melted fuel rod rather than any nuclear material. Because once the radioactive material is taken away the radiation goes away very fast), but that has to do with the most strongly radioactive isotopes decaying faster (because decay events are how radioactive atoms emit radiation, faster decay means more radiation emitted per unit of time), not with one type of emission being stronger.
Plutonium-239 is a gamma emitter with a half life of 24,000 years so you're still going to be seeing gamma radiation in an area contaminated with plutonium fallout for at least a hundred thousand years.
