I think you're reading that too literally.
It's plain enough they do eat them. But they don't just treat them like "food" and talk about them as if they are just walking snacks. I imagine there's a lot of finessing between the pack and the herd so that the herd is protected from other predators, and in return they provide a steady supply of food (aka: stability) to the wolves, imo.

Well, that's certainly a conundrum.
It hasn't been said yet but am gonna guess to help with the balance she, Hap, has forbade any of the wolves from mating.
So because the previous leader, a guy, was too free with mating there are probably now loving mates who can't breed their own pup(s). Yes, adoption is an option but there are always those who want their own.
And I saw that bison giving a side glance.
