Behold, my latest creation, Chance Omenson.

Son of a mortal kobold and Omen, the God of Bad Luck; Chance was born as a demigod, filled to the brim with chaos magic. (Yes, he's Scion's nephew)

To unleash his magic, he has an ability called Chaos Reels, where he can cause a random event to happen to a person. He rolls like a slot machine to determine the event that will happen to his target. This event can be really good, or really bad such as
"You are now immortal"
"All food in your house will turn into gold"
"You will explode into confetti in two months"
"You will age 15 years in the next second"

The very chaotic outcomes of the power makes it extremely risky to use, but can be a last resort in pure desperation. However, despite knowing the risks, Chance is incredibly entertained by random events that happen, and often goads and prey on people who are desperate or down on their luck to roll. He has self-imposed rules where he won't roll for a person unless they consent to gambling, and after he had explained the risks to his target. Though when reels turn up something bad, Chance will blame the other person for choosing to gamble their lives, while being amused by his chaotic slot machine. (Think of him like a trickster) His other rules is that he won't goad his friends or family into rolling, unless they are insistent on doing a roll.

Other aspects of his power include a magical buildup of chaos magic if he doesn't use Chaos Reels for a while. If he goes a few weeks without rolling, all that magic can explode out of him and force everyone near him into a random roll. He uses a boomerang to fight with if he needs to, and can use an ability called Shades of Black to cast a random black magic spell.

Beyond his exploitation of people for his own entertainment, he is cocky, greedy, selfish, and prideful. But hides these traits under his charisma, and his natural kobold cuteness. He has a few positive traits in he's often nice to people who he likes (if you somehow get on his good list), and will respect consent from others regarding his abilities.

He is favored by his father, Omen, due to being a demigod. Can visit and talk to his father by visiting one of the few temples made to worship Omen. Chance has been given a vial of ichor (blood from Omen himself) to use to summon him in case of absolute emergency. Chance's demigod status gives him an extended lifespan and enhanced endurance. (which is good cause the people he persuades to roll like to get revenge on him). Omen believes his uncle, Scion (the god of Good Luck turned kobold), is dead due to disappearing for a millennia, but Scion is too ashamed to go and see Omen after learning this (he also thinks Omen hates him).

He often goes out in public with his casual outfit. Wears his loincloth outfit when he wants to show off, and/or wants to goad people into rolling using his looks. He sometimes works as a casino worker to find gambling addicted people to roll for.

(I really liked how this kobold came out, I think I'm gotten good at drawing cute kobolds. However, it was very painful for me to finalize what colors I wanted to do for him. I think I'm going to hold off on making a new OC for a while. I really wanted to do this one because the Chaos Reels power was something I had in my head and wanted to give it to a character, which is usually how new OCs come about; I got this super neat power and I want to make an OC around it. i.e. Jump Riff and short time traveling)
