As for balance, for 6 mana you are effectively creating a wolf army that losses risk of trading with opponents due first strike. So currently it would be a game breaker. For the sense of a casual game it works as a fun tool. For it to be an actual printed card I would say all wolves get +1/+1 and for green you can regenerate.
Well he is legendary so first strike works just fine. But when its combined with +3/+3 your wolves become quite a threat. Most wolves are what around 1/1 or 2/2? So if you swing with 4-5 5/5 first strike wolves per turn you will have too much of an advantage of board control. If you swing with 3/3 first strike wolves then at least you have an advantage but not so much total board control.
I believe that if this was the card, this is how the text would go:
"When Fenrir comes into play, you may search your deck for a card called "Gleipnir" or choose a card named "Gleipnir" and put it into play attached to Fenrir. Shuffle your deck afterwards if you searched it
All Wolves you control get +1/+1, First strike and "G: Regenerate this card."
WG, T: You may go search for a non-legendary Wolf card, and put it into play tapped. Shuffle your library.
If a Skoli and Hali are both in play, Fenrir, Skoli and Hali all gain Hexproof (This permanent may not be the target of spells or abilities your opponents control)"

Also, I believe it should say that "All other wolves" gain the benefit, and that you say that the wolves go into your hand instead of play tapped, due to those pesky shapeshifters, and if they ever print wolf tribal cards, that are instants, you can play them when you want. If you really want to put them into play, I would say that "You may go search for a non-legendary Wolf card, and play it without paying its mana cost. If its a creature, it comes into play tapped. Shuffle your library."
