This caused the Tobari cartel to unite the majority of the cartels under one banner to perform a coup that ended up succeeding, which caused Tobari to go into civil war. The Tobari cartel has an alliance with the Tribe of the Forgotten Souls, and together they formed an alliance with the goal of creating a narco government.
