Were these arms added onto the already existing taur body or was it another body attached onto the body?
Also noticing the arms are angled downwards like a pair of legs would, instead of jutting out on the side of the lower torso like a shoulder of an arm would - nice! Yes, I'm reading too much into this... for some reason this is hitting my neurons more than usual.
Could you explain the decreased accuracy and increased clutter? The extra arms would be good for side tasks that doesn't need accuracy, better if it can be done by feel (tactile).

1st . The arms were already there as the torso was a retrieved corpse that was grafted , the removal of arms is a lenghty process within that time the corpse could start rotting , within that time they could be treating other soldiers & within that time they could be harvesting . so they simply left those there !
Depending on the size of the soldier the arms could be adjusted to better guard both bodies
( actually i fucked up the anatomy there but ,,, it cool like thag so dw abt it )
2nd . The reason the arms aren't attached to the main torso is that they're useless for the tasks needed , while the advantages of having a pair of extra hands guarding your main torso is useful the other torso is still vulnerable , specially when knocked down and having to defend your other organs from the enemy
