While most humans live on the ground alongside the towering fur-clad residents of the superstructure, some reject this lifestyle and become “sky-rats” (a derogatory name given to them by the beasts and humans below). The airships the sky-rats commandeer keep them safe from the ire of folks below, as long as they can keep the centuries-old machinery inside running.
They do whatever they must to stay afloat, and so skyrats take to a life of piracy. They are well versed in exhausting and disabling folk much larger than them, and take the opportunity to loot as much as they can once their target is unable to go on.

It must really suck to be a macro in the world with air force. Can't take cover in buildings, bunkers or trenches. You are visible for hundreds of kilometers. Killing you is very profitable, so even expensive bombs and missiles will pay off.
I can imagine these air pirates working as some sort of post apocalyptic whalers.

Sky-rats have very limited access to ordinances, but can still stop the macros in their tracks. Macros typically have very sensitive eyes and ears, and so skyrats will deploy cobbled together flashbangs to blind and deafen them. They operate as endurance hunters mostly, floating out of reach and slowly wearing a lone macro down. Thankfully there are not many skyrats to encounter around within the superstructure, as the few airships available to them are pretty much their sole habitation within the inhospitable environment.
