Even though Virgil is protective of his sister, he won't pass up an opportunity to pull a harmless prank. And after learning about her new affinity on her death day, his pranks have turned more towards inflating her unexpectedly.
Here, she was already partially inflated, but he decided she could do with a little "topping off", as it were.
