Truth be told, I kind of imagine Whiskers more with a Jon De Lancie type voice (as in Q from "Star Trek" or Discord from "My Little Pony: Friendship Is Magic")!
Jon De Lancie's voices works really well for a character like Whiskers. who would speak with a bit of eloquence and grandiose, as well as irritability or mischief!
