Since VR is still just displaying stuff to a screen, she wouldn't be able to affect the user directly, but she could interact with them, appear in the VR application's world space, and alter whatever is representing the user, including changing movement/ability code stuff. She's already capable of seeing and speaking to a user without need of a mic or webcam, but a VR space would certainly make the interaction feel more immersive!
Probably make the VR experience as fun for the user as possible so they will want to stay and hang out in VR forever.
Tbh, where my imagination took it was that maybe she would effect the user's mind through VR. Download them into the system, upload her into them, or even just corrupt them a little bit over time to make them talk or act like her.
