I just posted a New Jersey Transit Commuter Train compilation on my YouTube channel.
Among other trains, I got lucky and caught NJT #4507, a special "Saluting Our Military Members & Veterans" labeled locomotive, on it's run southbound out of New York City, and again later in the day on its northbound leg.

I think it's a combination of electric, pneumatic and hydraulic lines, some to connect with another engine, and I think a couple of the lines are used to raise and lower the plow that's also mounted there.
Looking at it again, it does look like a big mess of spaghetti. :-D

Found some information to further answer your question, because now it got me curious.
Based on typical locomotive configurations, the hoses in the front pilot area include:
Brake Pipe (BP): Usually located closest to the coupler, responsible for controlling train brakes.
Main Reservoir (MR): Supplies air for accessories and brake systems.
Actuating (Bail-off) Line: Used to release locomotive brakes independently of the train brakes.
MU Cables (Electrical): Located above the coupler, allowing one engineer to control multiple locomotives in a consist.
