I think that’s the point.
Clara was hired mostly because she can’t be transformed, which saves on the paperwork for suits breaking.
Now with Agent Smith, they’ll never have to do paperwork for suits again! It’s basically stealing Lukas’ idea, but for a much wider scale! Now they’ll finally be able to save some money for the important things, like a new helicarrier or something else as equally silly…
