Kael is a hitman-scholar of Archive 33. He operates drone swarms utilizing control gauntlets. They allow direct neural interface with his drones (both his flying and 'boots on the ground' drones). Utilizing a polymer sprayer, his drones are able to turn malign defilers into compliant drones of a different kind. Their bodies become his puppets, controlled by invisible strings.
Technically, the dronification is temporary, but functionally it is permanent and the last moments of free will they will ever have before they are recovered for more permanent assignment with a proper model, rather than a temporary rubber polymer holding control over their head with a funny-looking helmet.
Before he was a hitman-scholar he was a coast guard recon drone operator. It wasn't anything special, just strong discipline, and a knack for doing what he does that got him recruited by Archive 33 for combating the cartel.
