Sandy wasn't really thinking of adopting Sami. She enjoyed spending time at the orphanage because deep down, she misses her step-kids back home. She bonded with Sami and asked him to become her Page. But adopting him didn't cross her mind, or, perhaps was something that would happen in the future.
Finding out that the orphanage is having an Adopt-o-Thon jolted her. She doesn't want to lose Sami, but at the same time, she's not ready to commit to becoming his mom for reals. It's a big step, her future is still uncertain, and there's her family back in the States to consider.
And now she's hit with Sami telling her point-blank that he wants her to adopt him, and won't go with anyone else.

Sandy has a (relatively, for a Hyena) level head on her shoulders. I think they could both do a lot worse.
'S'funny, I saw a comic like this years ago in a book of even older comic strips (we're talking The Yellow Kid era, here). They only published the one page so I have no idea how it turned out.
