Funnily enough, there isn't any amount of screentime to the marsh bound enclaves. We don't know how much burueacracy they have if any beyond the geneological records.
Point being, it's entirely possible that Kassen very well could start their own enclave, because it's not like they'd need to file for a permit.

Enough that they have a central government, if one that struggles to maintain control over enclaves which are far from the capital. This implies a significant level of organisation. Whatever the yinglets call a capital must be quite a lot more impressive than the fringes enclave we see. They might even have brick buildings and some formal education process.
Unless there is a big twist coming, I'm of the impression that Yinglets aren't in the bricklaying tree of technosocietal development.
Every single thing we've seen them utilize is reeds and fibers instead, and they for whatever reason eschew forgework and metallurgy, seemingly incapable of having the patience needed for that sort of work by and large.
I also don't think we've seen them establish any amount of intentional fire use either- all their displayed crafts so far have them not using baking, even their foods appear to use judicious use of room temperature assemblies and natural chemical interplays as opposed to any kind of baking...... hm.
Do they even have any fired clay works of their own? I'm not remembering.

All true, but remember this is a newly established enclave and right on the fringes of Yinglet territory. It may not reflect Yinglets at their most developed.
I can imagine that in a highly-developed enclave, most of the buildings would... still be cloth tents. Mostly. But the larger and more important structures - the nursery, food stores and such could be built of something more solid and durable, to provide better protection against the weather and a firmer barrier against rodents or their analogues. Perhaps wooden stilt structures to keep the floor raised above occasional flooding in their favored marshlands, supporting a platform with a mud-brick or wattle and daub single-story building on top. None of that even needs fire, though I imagine they would at least have learned basic pottery from contact with humans.
They do seem to be very productive weavers.

Lopin your adorableness knows no bounds. Wonder what sort of disguise they could use for him to be able to go with Kass, though I rather doubt it would be wise even with a legitimately good one.
Perhaps the great and powerful Isher could serve as protection instead.
Definitely not our good boy Kalgkur he's already been through enough lets not expose him to the horrors of Yinglet conversation.
Could have a couple random guards assigned to it though somewhat doubt that. Very curious.

The hell you mean "he wouldn't be very good at protecting"?! He would start yapping so much and behaving... like him, that all da opponents would experience either total brain shutdown, or get so charmed by his adorableness that they would forget what they came there to do, and no one would get hurt. Kinda like that one scene in The Mask where he starts dancing and singing, and people one by one join him.
PS: Shouldn't it be "Weren't you exiled"? Just a tiny thingy ^^

This is a good point, if there's one thing Lopin does better than anyone else, it is being a one-man proper lady's entourage. He is an escort in the oldest sense of the word. And the previous attack on Kass might never have even happened that way if Brakka hadn't been confused about Kass' status.
Well to be fair, when one thinks about it, being declared an exile would be rather an easy thing to forget about when one is surrounded constantly by folks with whom it does not matter with, and with whom one is automatically accepted and welcomed amongst until reminded about it. *Taps chin*
OMG I just realized. So, I was confused about why Kass didn't want to wear his hair ties when I remember he'd found them so helpful for exactly this purpose (see page #77). Then I went back to see when he stopped wearing them and realized.
Kass hasn't worn them since the day he was sexually assaulted.
