Probably process of elimination, since they’re running from the quetz, they need somewhere that the quetz can’t search as freely. That, or Roko has some traceable mark on him, either by design as a rubber ghost, or when Suzocon was doing his experiments. Question is, what, exactly, is he after? Roko, and/or the Eyestone?
Depending on the circumstances, there may be a tentative alliance, but there’s no way he’s there by coincidence. A scientist like him doesn’t just “happen” to wander that far from his island, all dressed up to mingle with kobolds for no reason.

yea does that thing around his neck look familar... look back in the page where he was fighting saida's sister and then examine the necklace around his neck and compare the necklace in this page... if he survived... that means Saida's brother did not survive.... which btw may end up get saida saddened... or enraged

A: He survived that 3 v 1 and has been spying on our trio's antics for unknown reasons, or...
B: He "died" in that fight and is doing the ghost thing like Roko and spying on the trio for a solution to his own plight.
