This is Harumi, she is one of the main enforcers for the villain of book/game 4, in which a colonial governor of the Skovethra territories goes rogue and decided he wants to save the isles by declaring his own independent state and closing the isles off from the world in an attempt to create a save haven that can survive the coming crisis central to my saga.

Harumi is of course a villain and one of Governor Kurr's lackeys. but one of the more moral ones in her little group of miscreants. Daethryn Mordane is a sadistic cybernetic freak, and Lord Vauntmore is a walking corpse who rejuvenates himself via the admiration he gets from others. There is of course Sister Miquela and Brannach Aep Olthrein, but those are for future commissions.

Harumi, however, is a deeply hurt person who went from Heroine to villain due to her being persecuted and shamed for her heroic deeds, and figured "Why be good at all if this is how much suffering the people I'm supposed to save are going to put me through?"

Her actions saved an entire city, but she was still treated like scum afterwards, an important shrine was destroyed by the same act that saved countless people.

She is from the far away Mizume Confederacy, a place even farther to the east than Dubovka, and was personally handpicked by Kurr as a bodyguard at first.

She is fascinated by Tuuli and actually sees the detachment as worthy people, but despite being somewhat of a fan, they still have to die because governor Kurr is paying her.
