If you go into an area where there is a level 72 Arcanine, and you're only holding a level 4 Mareep, you should feel bad as a Pokemon trainer and give up.

There are 2 reasons go this

1) if the Marrep likes is current form he/she can choose not to evolve, it's the same ting as how Ashe's pikachu chose not to accept the thunder stone

2) trainers can tell their Pokemon not to evolve
