Most of the Europa soldiers in this area are French, so the Eurasian propaganda is in French. In this case basically saying that Eurasia will treat their prisoners according to the Geneva convention standards.

Is that very likely, history has shown that many aggressors in wars have little use for such things like that.

If a war goes on long enough and is particularly nasty, it tends to get worst on both sides of a battle. But the aggressor is usually the worst with prisoners.

So how does it apply here?

Generally, both sides treat their prisoners decently. But there will always be some bad cases where individual soldiers or units might be feeling vengeful or might just not want to bother with prisoners. With the eyes of the modern media upon them, neither side wants that to happen, but you can't control everyone all the time. Both sides are also very heavy on the propaganda trying to make it seem that the other side is very brutal while their side is very humane. As seen earlier in the story, Eva, who totally buys into whatever her government's propaganda tells her, would rather die than be captured.
