As a dragon with access to magic, as opposed to a marauding thoughtless flying lizard(racist stereotypes, really), Fenrir can polymorph between a few chosen forms to interact with others. This would be her kobold form. Since she grew up amongst them(as her mother had a wurmpriest or two and a conclave settled near them), she's able to easily act as though she were one.
