OoooOOOOooooH! Now I've gotta find me a black piece of paper to try this effect on. Those scales must have taken quite awhile to draw.

I actually did it on parchment card stock & used black ink, but you can achieve the same effect on black card stock.

.....and yes scales are a pain in the butt to draw. Lots of layering...lots & lots of layering. But it all looks good in the end!
