If you want a small bird with big bird attitude, choose lovebirds (my birds), but they are not talkers.
Bigger than lovebirds bur still below $100, cockatiel will be a good choice, smart in mimicing whistle too.
Conures, especialy sun conures, are super noisy. 1 sun conure's scream can beat 50 lovebird screaming choir!

and thus lovebirds are perfect to me. Low cost maintenance and still a bunch of fun.
Bigger birds get stressed easier since they will need more attention, more than than dogs do, very clingy! Problem is, they can't be trusted to be out of cage 24 hours unsupervised like we can do with our dogs, and once the birds think they don't get enough attention they need, they'll start plucking out their feathers out. I see a lot of big birds with naked chest, even whole body because of this... Poor birdies
