Drakengard (Human and dragon-riding segments), Panzer Dragoon (Riding a dragon), Dragon Rage (Just a dragon), Spyro (Duh?), Nethack (Without mods, you can permanently morph into one; with mods, you can start as one), Cataclysm: Dark Days Ahead (Like Nethack), Chronicles Of Pern (Like Drakengard, but less nihilistic), Monster Hunter: Wings Of Ruin (Dragons are party members), Breath Of Fire (Your characters can change into dragons), Cthulhu Saves The World (Late-game party member is a dragon), and there are several pay-to-win shovelware MMOs floating around right now.

Draconia is in pretty active development! The game touts having a wide variety of dragon species to play and robust customization, and they're also working on MMORPG elements as part of the storyline.
I got the prerelease copy of the game, which at the time it was slightly lacking with the questing (mainly just collecting resources/doing errands). Dunno if it’s still the case as it was several months since I touched it, but there may be a little more polish now!
An oldie but a goldie is I Of The Dragon, if you can bare the dated graphics!
ARK if you find a server that has Play As A Dino mod on it, most servers don't have any restrictions on it and dragons/wyverns are an option!

Divinity II (not original sin) lets you turn into a dragon for some parts of the game. I really don't like the game sadly :/
Divinity Dragon Commander is a weird 3rd person shooter / RTS hybrid where you assist your troops as a dragon. Kinda fun, ngl!
Edit: I forgot to mention Divinity 2 Original sin has a mod where you play as a dragon class but it's absurdly powerful to the point it makes the game not fun.
Day of Dragons had some drama early on, but it looks like the creator is trying to deliver on promises, even if he's really pushing the monetization element more than he originally insisted. Realistically you don't have to pay anything but the base price of the game to be able to access all the content if you can find a group to nest you in as each of the dragons, you can keep it so lo long as you stay alive. To call it a game is...strongly worded. It shows really good promise but the developer is notoriously slow to make progress.
A year ago I would have said not to try it, but after looking at some of the stuff that is in the pipeline I can safely say it will be a decent game in the future.

A project of a group of very very skilled animators, modelers and game designers which has some of the best animations in this sector there are. Also I have never tested something where the flying feels just so extremely natural than this brilliant masterpiece. It's playable to a certain extend in Sandbox-Mode but also in the tiny Game mode which is called "Thieves VS Hunters" where you play either a dragon/wyvern and try to protect your hoard while others play as the thieves, little Kobold like Lizards who try to steal your valuables and need to avoid the dragons rage about this. These matches can be really fun.
