I got a scammer

Unfortunately, I had to deal with fraud.
It was back in January-February - the customer from YCH.commishes paid for the YCH via PayPal, and even when my work was in progress, opened a dispute due to "unauthorized actions", that is, supposedly it was not he who made the payment. I immediately contacted the customers to find out the reason and he explained everything and we managed to resolve everything peacefully. The dispute was closed and I received payment for my artwork.
At the moment, the same customer reopened the dispute for the same reason, now he somehow dodges the answer. I received a new letter in the mail that PayPal is trying to resolve the dispute and took an additional $8. I found another artist who did work for this customer and he has a similar story. Therefore, I am inclined to believe that this customer is a scammer.
Have any of my watchers encountered a similar situation? Were you able to solve the problem?
I can’t write the nickname of the scammer, since this is, for the most part, my guesses, and it seems to be contrary to the rules of the FA.
Also, I'm not even sure if I can somehow replenish my PayPal account in order to remove the minus from my account.
This situation really pisses me off, but it seems that I can’t even do anything about it....
