from the few times I've seen what I think they're talking about, it's typically people who try to copy real-life toddlers rather than shortstacks, I want to say they won't just start using this as an excuse to ban literally whoever. You can tell the difference between a child and a very short adult if you know what to look for.

Very much giving them the benefit of the doubt here, but I am assuming they're talking about how toddlers usually have this weird, gross, like, bean-shaped torso and a stubby ribcage and little to no hipbone, where regular people at any height tend to have more pronounced hips and just overall look different. Stock photos of children on google will probably have an example.

The torso is the big one, at least for the "art" that I've been unfortunate enough to see. There are other major differences like head to body ratio and how the hands and arms look and the fat to muscle ratio on them but all of those could maybe potentially be excused as someone's art style. The torso is very hard to excuse because it is very distinct, and even if a beginner artist is still learning, I don't think anyone would try to draw how a toddler looks on a normal adult.

policy-wise, this is basically just the same thing as e621's "tag what you see" rule. it works most of the time but in edge cases it will inevitably cause issues and bitching because it is so vague.
