The Worst Policy I've ever Heard

So you know how there's artist who try to get over on you? and keep your money so they don't have to draw your art OR make you pay extra to get an art drawn etc. Welp I'm bout to reveal one of the worst policies an artist has ever had and I honestly hope one day they change their policy to be more commissioner friendly but I doubt it will ever be.
So here goes "If you lose contact with me or if I forget you commissioned me... you're still responsible for paying for a new art piece" So basically it's just like it sounds. If you stop communicating with said artist for what ever reason or if they forget you gave them money you have to give them more money just to get art done. I've been a very gullible person in my days BUT this is probably one of the worst things I've ever let an artist do to me, and yes I actually gave up more money i.e. double the price I paid for one art piece. So a pic that should've been $50 was actually $100 for example and all because and I quote "I forgot you commissioned me" like wtf
So someone explain to me why because the artist made a mistake the commissioner is responsible for the fix? That shouldn't be my job, I did the work I gave up payment already, you should check your records or have a record period and keep track of all this. you ever heard of Trello or whatever other commissioner listing sites, they do wounders for your business. Because forgetting someone paid you or losing contact with them is just not ok and even worse if it becomes "I don't remember you paid me/forgot you paid me so you now owe me more money. Don't get me wrong alot of us love supporting the artists in the fandom big or small, but this isn't it this is just not an ok policy to have. So yeah just wanted to vent that real quick. I hope no one else in the fandom has this policy because if it's more than one person doing this that's a super big problem
