Heyo!!
I've stumbled upon an issue or misunderstanding with preparing my documents for Finland population data services.
To be certain - with a process of getting kotikunta. I'm in the process of moving rn (recently I've gotten a permit to stay, type A, for a year) and.... Well... what actually is needed to get kotikunta? I'm not sure. I have not found any certain info about what exact documents are needed to get kotikunta. Like....rent contract? Is it possible to use a hotel for those purposes? If yes, how long should I stay in Hotel? Orrrrrrr is it just like ummm... formality and I can use the post office address for getting documents poste restante? Or I don't need any documents or proofs at all and I just can sign up for any municipality I've chosen?
The issue is since im in a process of moving I still need to make all of these documents before the actual move. And it will not be very nice to rent apartments which I will not use before my move in several months and I need all the documents beforehand, so..
I would be very glad for any tiny bit of info!

I've also asked in DVV and migration service but they not answering me so far so i've decided to ask here >3<

I just got the bare minimum of documents and Im trying to get everything I need xD But it is so hard because we have very much different systems here so Im just a bit lost rn ^^'

You can register with the online form and then book an appointment at a DVV office where you wish to register. You can move freely in Finland after you've gotten the first official address here. You can already get an apartment, you won't have to stay in a hotel until you've granted the municipality of residence.
Actually I want to get a bank account first before renting apartments since my russian bank accounts are sanctioned so its really hard to pay for a rent rn. But to open a bank account i need Kotikunta to get henkilotunus i guess? And only after that I can get a bank account sooo...
Here in Russia we have a bit different system so it is very new for me, im lost ;_;

You’ll get a personal identiry number (henkilötunnus) already with the residence permit so you shoukd be able to open a basic bank account right away. I suggest finding an apartment first to have a permanent address. If that can’t be arranged, there is also poste restante (P. O. box) service available in bigger cities. No, Sadly, I didnt get henkilötunnus >_< I was said that since we are under the sanctions and we have not enough Finnish emissaries here to check everyone, so I got to be unlucky one without this code hehe.

When you get to Finland, you need to make an appointment with DVV to visit one of their service points in person. The same grounds you used for the type A residence permit should be enough for them to just register the home municipality for you there, but it may be good to grab any documents that could show your intention to stay in Finland long-term, just in case. To be able to do that you need to register for a Finnish personal identity code. If you already have the residence permit, that should already be taken care of for you too and you should be able to just register an address, which can be residential (temporary or permanent) or just a postal address.

So yeah Im planning on visiting dvv soon and I wish to get henkilötunnus and kotikunta the same time.
So actually I can do that before I rent an apartments for a long time? I have issues with moving since i cant take most stuff I need (like my PC or cats etc) because Finland has closed all the borders with Russia so I plan on slow moving, also dunno how fast I will be able to rent apartments etc so probably will be living in the hotel or hostel for the first time. So I was curious if I can get kotikunta before renting long stay apartments...Since I need Henkilokorti(ID?) before I can open a bank account also xD (i realy need it to pay the rent, my russian accounts are sanctioned lol)

For the bank account the requirements are actually a bit different whether you're talking about just a bank account to make payments or a bank account with the online bank id that lets you log into various third party services.
For just the bank account, you don't need the Finnish ID card (henkilökortti), you just need to make an appointment with a bank to open an account and take your passport with you. The stuff is described a bit here for example: https://www.infofinland.fi/ru/settl.....ife-in-finland They need your personal identity code, but they just need it as information, not necessarily an ID card with it. As mentioned before, you should have the ID code since you have the residence permit.
For the online banking id service you do need a Finnish proof of identity such as the ID card (henkilökortti). You can also open this service later with the bank after you've already got the bank account. You can usually do online banking without this service, but you can't use the online banking to log into other government services without it for example.
And yeah I have A long stay visa but they didnt give me that code (since we are under sanctions and we have not enough Finnish emissaries to check everyone I got to be unlucky one without this code hehe) so I guess it is my first step to get henkilotunnus! Great info also about that Im able to open a bank account.
