Beginner artist — recommendations?

This old dolphin wants to learn some new tricks.
Even at age 41 my artistic ability is essentially scribbling in MS Paint and drawing pictures that look like they were done by a first grader. I'd like to work toward changing that.
I want to get a tablet that is great quality and easy enough to use without being overly expensive. Any recommendations from skilled artists on good drawing tablets, art programs, and educational information on how to gradually improve starting from the most basic fundamentals would be greatly appreciated. I hear Paint Tool SAI is good and used by a lot of artists but beyond that I don't really know much of anything.

The good thing about Krita is that there are a lot of brushes and settings in this program.
About the graphics tablet. I have always used the Huion 450, I have not tried other models and I cannot recommend anything in this area... However, this model is also good - it is a so-called "blind" graphics tablet (graphics tablets are divided into "blind" ones - where what you draw is not reflected on the screen, and those where the drawing is displayed on the screen of a graphics tablet).
Of course, I would recommend you exactly the type where what you are drawing is displayed on the screen - all professional artists I know use such tablets, but such models are very, very expensive.
