I was going to say you can right click on the page and hit inspect, then go to the console and try to upload the image and usually there is a chance that an error message would be posted on the console on what the error is.
Not sure if this is possible via the iPad.

Don’t know what happened but I managed to upload successfully yesterday. Strange it didn’t let me.
