Without a doubt, the biggest challenge facing the development of Okami 2 is topping Ninetails. Both as a general villain, and as a predator for the delicious heroine.
Or perhaps some of the foxfires are trying to resurrect it, and you battle a incomplete Ninetails.
Just giving my own theory I guess
