Cosplay question. Digitigrade legs.

Need an advice.
Last three weeks worked to renew my Loona cosplay image and decide to try make digitigrade legs. Foam cuts, as all tutorials say, come out surprisingly pretty good (despite my hands, that grown from ass =b), but now i think about - sew some bags in form of hips-tights and calf. May be even make them with zippers. And stuff them with cotton.
Is it possible? Can fabric keep desired shape? Or may be you can reccommend me some sites/forums where i can ask about it?
