you could do a dual form system or just have 1 form but you have to mark if you're an old/new commissioner as one of the options. ive seen an artist or 2 do it all with 1 form

if 2 forms, 1 for old commissioners and 1 for new commissioners. take half from each form
if 1 form, you just fill half of the slots with people that selected old and half with people that selected new
