No? That's payment processors, not banks. Like Master card is not a bank, PCIs do work "on behalf of" banks but are not banks in of themselves (We are not talking about Amex here thats its own thing, and oddly are fine with ya buying porn with there card). This EO/Law is fully about banking services, not payment processors, it can pass and Visa can still fully say "You can't use our card to buy porn" but your bank will now be banned from closing your account if your defrauding them.
Well, it's something...I hope that we keep fight against Visa, Mastercard, and Paypal over this abuse! Not sure how this would change the way how payment works, but any restrictions made in how they use legal force like this, is at least a step down the right road here.

I think reporting Collective Shout for this would be one way to deal with them. But not out of vengeance, but to stop them from oppressing creative expression in a country that has nothing to do with them.

Well as far as VISA and MC goes: 10,000 dollars per violation would be a handy and powerful hit given they love debunking so much it will hurt them.
As for Anime and Manga which were also victims of debanking sense last year; Japan will have to step in. Big companies like Kadokawa called them out on their BS which costed them money, and you know a company hurt by this is gonna get politics involved.

The only way that the UK GOv can pushing their crap globally is if other countries allow it. We have a Constitution in the US, so other countries laws do not apply to us. If they had we'd of already be doing shit at the behest of China's Gov, or North Korea's.
