well i use gimp and i would suggest playing around with the dodge/burn tool (dodge to lighten, burn to darken)

or the airbrush with the proper color selected, and check the airbrush settings - you might play around a bit with the opacity settings.

another trick i use on certain clothing is to create a separate layer, color the part i want shaded a full black - the put that layer over the clothes and decrease the opacity until it looks right

there are lots of free tutorials out there, too - you can always google something like 'gimp lighting effects' and come up with some good tips
