Circumstances beyond our control kept  valachko and I from getting any serious work done on His Official Capacity, 'til now. Chapter four has been posted, and work is underway to shake off the dust and overcome the inertia that I've accumulated from this unintended hiatus.

No promises, but I hope to get things shaped back up to at least a similar schedule that was being kept before; originally, we had even hoped to pick up the pace a bit. This still is going to be a rather long story, and you folks have been quite patient!
