Are elves/trolls/ogres/etc furry?
My thoughts are "only if they consider themselves furry." Strictly speaking, a dragon is a fantasy creature, but they're probably only second to wolves in commonality. And no one seems to have a problem with that (though I find it kind of munchkin personally). And there's certainly no shortage of centaurs and other fantasy creatures that aren't anthro versions of real animals around. So yeah, they are certainly just as valid to call themselves furries as a gryphon or a dragon. But that doesn't automatically make them furry.
