The answer is no because Dihydrogen Monoxide=H2O=water. Ouch. Don't feel too bad because, if you think about it, it's not as bad. I mean, the politicians pass that law without even knowing what it means. XD
Then again, we all are airheads in our unique ways. I said that because, yes they did stupid stuff, but who were the ones that elected them in the first place? It's just like I always say to myself every day: Just because we have all this knowledge far surpassing the people of the past, doesn't mean we're enlightened.
