Yes, you are. Even if you don't want to admit it. The very reason you're compelled to say "I'm not racist, but..." is because you know what you're about to say is, or at least, could be considered, racist, and you don't want the negative stigma attached to racism to immediately invalidate what you say.
This journal is aimed at no one in particular, or with any real malice. It's just one of those things that really annoys me.

A non-profit organization in one of the boondock states has recently announced that it will be providing scholarship funding to prospective college students. However, like most other scholarship agencies out there this one has a catch: applicants must be Caucasians only and of a low-income. Are they being racist or merely stating that minorities seem to be heavily favored for other scholarship programs?
IMO, I think that when people say "I'm not racist, but..." it may also be that they're not be saying what they say with racist intent on their own part, but they see how other may view it that way.
What you can do though is not express your thinking, keep it inside your head.
Should people be able to do this, the world would be a much better place.
