if your able to purchase one you can find one on ebay for only $100 You can get one like mine an Intuos (older model). Compare to the expensive tablets this is a pretty good price.

Its the effort in trying to get one and get better at drawing. Otherwise if your only going traditional then art books and tutorials online help. Use references on parts where you want to learn. Dont expect a dramatic improvement until after a few months depending on your efforts, encouragement and if you enjoy it or not. If you start feeling its a chore more then something fun as a hobby then it may not be for you but i recommend sticking with it and doing your best.

The rest is...well, it's experience. Can't be taught. Even if you were to read and follow it step by step, sometimes that's not enough to really grasp something.
Sometimes stuff can only be gained by taking action and gaining your own experience.
