This is a great topic. I think this can mean, you know, respectful attention to a lady dressed in a skimpy outfit, instead of absolutely losing your mind and pawing her and stuff.

Yeah. Cat calls, wolf whistles, staring down her cleavage, and blatant sexual overtures usually put women on the defensive because we don't KNOW you and it's ALWAYS in the back of our minds to watch for predators. Some women are more bold than others about this though because they are out looking for one-night stands. They are the exception rather than the rule though, I think, so it's better to approach respectfully.

Coming up, saying hello, and starting a nice conversation on the level of being friendly and unassuming will get you much further. If she turns you down, it's not personal. She might be just dressing for herself that evening instead of looking for a partner. It's often said that men are visual and women are sensual, so simply wearing clothing does quite a lot for us in terms of sexual enjoyment.*

Just because a woman is comfortable wearing a tie-on shirt that covers her front but not her back instead of a blouse or a t-shirt for a top, that doesn't mean someone should be a jerk and pull the strings so it falls off, just so they can jeer and laugh. Frankly, given that that scenario has happened, I'm glad someone came up with the idea of tube tops.

I don't know about dressing for sexy, but if I'm not wearing much, it's probably because of the weather. 85% humidity? Yeah, shorts and a bikini top, please. Or a knee-length sundress, that should work too.

Yup. Weather is also a factor. We aren't allowed to go around topless in public, so bikini and shorts is the closest we can get.

Actually, I understand women can do this in NYC - and only NYC. IIRC, there was a law going on about that, back around 1998/99, as men could go topless and women can't. Whether it's still in effect is another matter entirely.

I've actually offended a couple of women because they were dressed up all sexy and I didn't act like a hormone crazed male.

Speaking from the perspective of what I think is a fairly typical, straight male here; Often times it actually makes me slightly uncomfortable. It's a matter of not really being sure how to not come across as some kind of creepy, staring goon, but not just keeping my eyes locked onto their face the entire time they're in sight. I personally prefer a slightly more understated kind of sexy if I was going to be a horrible egotist and try to define how other people should dress. XD
