I lay down a base color, then shade over that where the shadows are until it gets to where I like it. Having a colorless blender helps. If you want more striking shadows, wait till the base color fully dries. If you want it to look smooth, color it while it's still slightly wet.

do you shade using the same color maker? or a marker made for shading?

You can use the same color marker :D If you want a differant type of lighting, you can use other markers. You can also use differant markers for shading if you wanna do darker shades than the original color can make.

You just go over the marker with the colorless blender. It basically just makes the colored area wet so the edges blend together.

So, if lets say, theres red hair, but blue light in the room. DO i go over the red hair with a blue marker where it would reflect? Or should I use the blender first after the base color dries?

Also, I'm assuming just to use the blender lightly then, since too much would make the colors bleed and look horrid :x

The colors only bleed through the back unless you're using a bad type of paper. I use bristol board and haven't had issues with bleeding. I'm really not an expert on odd lighting, but I'd guess you'd use the blue over the base color, without blending it to make it more striking. It's best to experiment till you come up with your own method for lighting. :3
