Tournament! The Hunger Games! Battle! ROYALE!

Are you sure you want to be reading this? Perhaps you should go read something happier, or at least more fun. Maybe with little wood elves.
Alright, somebody asked me to do this, so I'm going to. Everyone knows either what The Hunger Games are, or Battle Royale, yes? I'm doing something that's basically that. Hopefully I can finish this one this time. Audience participation will not be required, but will be useful, just like in the Hunger Games.
I'm accepting two members for each division.

I may add District Thirteen later, depending on the volume of responses I get. Also, for the record, I WILL NOT BE ACCEPTING ANY CHARACTER THAT SEEMS, TO ME, TO BE A MARY SUE. NO 'Oh, I can't be killed because I have armor that's completely invulnerable except for one tiny spot that's virtually inaccessible' NO 'Oh, and I can use any weapon that I find laying on the ground' NO 'Oh, I have magical powers' NO, ABSOLUTELY BY ALL MEANS NO 'Oh, I can change my form at will'. I WILL NOT HAVE IT. YOU WILL BE REFUSED.
All judgments on the competitions will be final. You are entrusting me with your character, to use as I see fit. You will be getting a story commission(s) out of the bargain, possibly for free, possibly for much less than you normally would (I haven't decided yet). There may or may not be a prize for a winner, I haven't decided yet and it will impact how much the competitors are paying because I am very poor. Questions, comments? Most of you have me on messenger, you can shoot me a note here or there, and you can sign up using this journal. If you are an artist in need of getting more work, you can comment here or shoot me a notice and we can maybe talk.

there is no one hero, though. People who aren't in the tournament can vote on who should win each clash, and the person who gets the most votes retroactively gets a package that helps them. Although this isn't a guaranteed win, not by any means, you still have to deal with the RNG. I'm working on details for exactly how many, but each contest is going to be decided based on a random number generator that takes a list of names (the two opponents) several times and stacks them. The person who has the highest counts of their name above a given number (fifty if there are a hundred names, for example) wins that combat. The Support Packages replace a given number of the opponent's name with the one who won the support package.
And just to clarify on one of your responses above, am I reading it right that the characters are supposed to have been originally human? Or how's that going to work?

I'm imagining avian characters cannot fly, that seems a bit OP. Aside from violence, will this story be adult-oriented or...?
Tahari would come from the southernmost reaches of District 4, where it is warmest.
Strengths:
-Excellent with a bow.
-Lightweight, small and stealthy. (Tahari is a little taller than 5' and weighs about a hundred pounds).
-Skilled fisherman, being from district 4.
-Generally speedy; running, climbing, hiding.
-Can go for long periods without eating due to metabolism (1 meal a day is comfortable).
Weaknesses:
-Uncomfortable in even mildly cold weather.
-Not very strong, not the best endurance.
-Afraid of insects, especially stinging or even just loudly buzzing ones.
-Easily overpowered in direct confrontation if his speed is hindered.
Fighting style:
-Prefers to camp, snipe and relocate, but will scrap if need be. Highly favors stealth over direct encounters.
-When possible he removes evidence of his kill so it is unclear who did it.
If district 4 is unavailable, 3 is my second choice!
