You could do some neat animations with flash (not necessarily 3D animations, but things like having the dialogue fade in/out, or several 2D layers moving slightly, giving a more dynamic feel to the piece).

Flash can add a lot of flexibility particularly if your skilled with it. I mean you can keep it basic with panels, make them slide around, fade in / out, There's this one artist, can't remember off the top of my head, he puts his comics in multiple languages that change the talk bubble text with a click of a button. As for whether you want to do double split panels and such, isn't that more dependent on what your goal is for the picture/scene?

Just keep in mind that by using flash, you might exclude people using devices that have no flashplayer support. Not sure if a comic justifies that

I say flash. The split down the middle would be horrible. You would have to set it up like an actual comic. Which would be tough. Definately flash
